When a Level 5 Heavy Rain Emergency Warning is issued or flooding is anticipated, people are urged to refrain from traveling by car. Vehicles can become immobilized in just about 30 cm of water, and engine failure or water pressure can trap occupants inside. If using a car is unavoidable, ensure an emergency escape hammer is kept within immediate reach.
